DBS Approved by Liberia Registry for IMO Fuel Oil Data Collection System

The Liberia Registry has approved Dromon Bureau of Shipping (DBS) to provide verification services on the upcoming IMO data collection system for fuel oil consumption of ships as implemented by amendments to MARPOL Annex VI. DBS can offer the following services to all Liberian flagged ships:
 Review of the Ship Energy Efficiency Management Plan (SEEMP);
 Verification of the reported data.

DBS is already accredited by the United Kingdom Accreditation Service (UKAS) under the ISO 14065 and can provide worldwide services associated with Regulation (EU) 2015/757 on the monitoring, reporting and verification of carbon dioxide emissions from maritime transport (known as the EU MRV Regulation).

Following this approval, ships flying the Liberian flag can have DBS as a single Verification Body for both the IMO DCS and the EU MRV Regulation schemes. Since both schemes (i.e. the IMO and EU) have a number of similarities, the verification process can take place at one verification audit using the same source of data therefore, reducing the regulatory burden.

About the IMO Data Collection System (DCS)

The IMO data collection system for fuel oil consumption of ships is the first in a three-step process that also includes data analysis and determination whether further measures are needed to enhance energy efficiency and address greenhouse gas emissions from international shipping.

As required by the revised MARPOL Annex VI, ships of 5,000 gross tonnage and above must collect consumption data for each type of fuel they use, as well as other, additional, specified data including proxies for transport work. At the end of each calendar year, the aggregated data shall be verified and reported to the flag State. A Statement of Compliance must be issued to each ship related to fuel oil consumption. The flag State must subsequently transfer the data to the IMO Ship Fuel Consumption Database where an annual report will be produced. Data would be anonymized so individual ship data would not be recognized.
